</td><td>　　2007年9月22日上午9时，全国“安全用药，关注民生”大型主题宣传月活动启动仪式在中华世纪坛北广场举行。国家食品药品监管局局长邵明立和中宣部、教育部等部门的领导共同按下启动按钮，并为北京市安全用药“进社区、进学校、进乡村”志愿者授旗，向群众代表赠送安全用药常识读本。国家食品药品监管局副局长吴浈主持启动仪式。

　　这次宣传月活动由国家食品药品监管局主办，并得到了中宣部、教育部、农业部、卫生部、国家广电总局、国家中医药管理局、国务院新闻办公室和全国总工会等部门和单位的支持。活动的重点内容是宣传近期药品监管政策措施和相关法律法规知识；我国药品不良反应报告制度和不良反应相关知识；有关药品合理使用的基础知识。活动中，各地将组织有关专家和志愿者进社区、进学校、进乡村等，开展咨询活动，发放科普资料，通过新闻媒体开设“安全用药，关注民生”科普宣传专栏，组织知识竞赛，在全社会营造安全用药、珍爱健康的良好氛围。

　　邵明立在启动仪式上介绍了党和政府高度重视药品安全工作，不断加强药品监管法制、机制和体制建设，加大药品监管力度的有关情况。他表示，食品药品监管系统担负着对药品研制、生产、流通、使用全过程的安全监管，任务艰巨、责任重大。全系统必须牢固树立和积极实践科学监管理念，把保障公众用药安全作为一切工作的出发点和落脚点。当公共利益和商业利益发生矛盾时，要毫不犹豫地维护人民群众的公共利益，坚决打击一切危害公众健康安全的制售假劣药品的行为。

　　邵明立指出，向公众提供安全用药知识，不断增强服务意识，提高服务质量，是药品监管部门义不容辞的责任，也是实践科学监管理念的应有之义。组织力量，向公众普及安全用药知识，是提高我国公众安全用药水平的基础性工作，也是规范药品市场秩序，改善药品监管环境，保障公众用药安全的有效途径。各级食品药品监管部门要高度重视，加强对这项大型宣传活动的领导，精心组织，广泛动员，因地制宜，抓好落实，把安全用药普及宣传工作经常化、制度化。要充分发挥药学会、医药协会、大专院校等社会力量，宣传群众，传播安全用药知识。

　　启动仪式上宣读了北京市副市长陆昊的书面讲话。陆昊在讲话中说，普及安全用药知识，提高安全用药意识，是广大人民群众的内心渴求，是药品有效监管的重要基础，是药品市场良好秩序的积极保证。举办全国范围的“安全用药，关注民生”宣传活动，是一件为民着想、与民贴心、急民所需的实事、好事。

　　在启动仪式现场，上千名群众在展版前驻足，认真阅读抗菌药物合理应用知识、药品不良反应知识以及药品广告相关知识。北京大学第三医院、解放军总医院、北京世纪坛医院等单位设立了咨询台，为群众解答安全用药、合理用药方面的问题。

　　全国“安全用药，关注民生”大型主题宣传月活动启动仪式由中国药学会、北京市药品监管局承办。当天上午，广东、山西、吉林、山东、湖北、天津等31个省、自治区、直辖市同时举行宣传月活动启动仪式，普及安全用药基本知识，提高公众安全用药和依法维权意识，增强群众消费信心。（2007.09.23）
